Development Progress

- June: The City Commission approved a Purchase and Sale Agreement with Related Development, LLC for the 3.8-acre Block 2 property for the development of 27,500 to 32,500 square feet of ground floor retail and up to 400 residential apartment units, and for a 50-year lease for the City-owned 14,000 square foot existing retail shell space on the ground floor of the Police Headquarters Building.
- March: The City and Related Development, LLC, entered into a non-binding Letter of Intent to outline the main business terms and conditions, and to serve as a guide for the more comprehensive Purchase and Sale Agreement.
- January: The City Commission authorized staff to enter into negotiations with Related Development, LLC, the highest rated proposer resulting from the solicitation process.
- August/September: After conducting a market and feasibility assessment, the City released a Request for Proposals to solicit a qualified Developer/Investor/Operator for the sale or long-term ground lease of the 3.8-acre Block 2 and for the lease of the 14,000 square foot existing retail shell space on the ground floor of the Police Headquarters.
- January: The City closed on the repurchase of the vacant 3.8-acre Block 2 site and initiated the process to retain an expert development consultant to assist with the solicitation process for Block 2.
- November: The City Commission passed Resolution 18-25, granting staff direction to exercise the City’s right to repurchase the vacant Block 2 (pursuant to the Development Agreement) with the intent to seek a qualified developer to finalize its development.
- November: IMC Equity Group purchased Rock-Kim’s remaining assets within Miramar Town Center, namely Block 4A (commercial only) and Block 4B.
- May: City representatives attended the International Council of Shopping Centers (ICSC) RECON Convention in Las Vegas to discuss development opportunities at Miramar Town Center with potential developers and retailers.
- November: City Commission approved the Fifth Amendment to the Miramar Town Center Development Agreement, which extended the development deadline for the undeveloped Block 2 property to September 30, 2017. This additional time will be utilized by Rock-Kim to analyze the site to arrive at a viable development plan and work towards implementing the suggestions contained in the Town Center Assessment Report.
- November: City Commission approved the Termination of the Retail Unit Purchase & Sale Agreement between the City and Rock-Kim, which allows the City retain ownership of a 14,000 square foot space on the first floor of the police headquarters building.
- September: Police headquarters building received the U.S. Green Building Council’s high distinction of Leadership in Energy and Environmental Design (LEED) Gold certification.
- June: Ribbon cutting and grand opening ceremony was held for the newly constructed Miramar police headquarters.
- May: Commission Workshop held to discuss the findings and recommendations of the Miramar Town Center Assessment Report and to obtain Commission direction regarding the future of Block 2 and the future use of the 14,000 square foot retail unit space on the first floor of the police headquarters building.
- April: Miramar Town Center Assessment Report completed by experts and attested that Town Center has the potential to become a truly viable mixed-use center that serves as the City’s “downtown” and included several recommendations in order to achieve the vision.
- January: The City retains development, retail and economic experts to evaluate the development and retail recruitment strategies of Town Center in order to ensure the long-term sustainability and success of the project.
- December: Mill Creek sells its 487 residential unit project at Town Center to a New York firm for $120 million (approximately $246,406 per unit). The transaction was one of only two real estate deals over $100 million in 2015 for Broward County.
- March: Mill Creek completes the construction of all of its 487 residential units at Miramar Town Center. The project instantly occupies fully and stabilizes. Approximately 1,500 new residents now call Miramar Town Center home.
- December: The Miramar Police Headquarters groundbreaking ceremony is held with distinguished guests and dignitaries from throughout the County and State in attendance to celebrate the important milestone.
- July: Mill Creek begins delivery of the first phase of residential units to new residents.
- May: The City awards the RFP for design-build services to Pirtle Construction and Cartaya & Associates Architects for the Miramar Headquarters Project.
- April: The City and Rock-Kim successfully close on the Miramar Police Headquarters property and enter into a Purchase and Sale Agreement for the 14,000 square foot Retail Unit shell space on the ground floor of the Police Headquarters, which will be built by the City and then purchased back by Rock-Kim.
- August: The Miramar Police Headquarters received site plan (DRC) and architectural (CAB) City Commission approval.
- January-February: Construction commences on all residential phases (Blocks 3, 4A, 5 & 6).
- December: Mill Creek Residential Trust closes on 17.56 acre property purchase for the remaining 487 residential units.
- August-November: City selects Walter Zachria and Associates to prepare the Miramar Police Headquarters design criteria package.
- July: The City Commission approved the sale and purchase agreement for a 1 acre site on Block 3 of Miramar Town Center for the development of its police headquarters. Also, residential Blocks 5 and 6 were administratively approved.
- June: Mill Creek Residential Trust received City Commission approval for the site plan and architectural design of Blocks 3 and 4A.
- March: The City Commission held a Special Meeting regarding the new police headquarters. At the Special Meeting, the City Commission unanimously approved the selection of the Miramar Town Center Block 3 site for the construction of the police headquarters and authorized negotiations with Rock-Kim for the purchase of the property for $1,250,000. An independent land appraisal estimated value at $1,500,000.
- November: Customs and Border Patrol moved into new office space at Miramar Town Center.
- August: Rock-Kim completed beautification improvements.
- June: Mill Creek Residential Trust initiates design efforts for the 487 remaining residential units at Miramar Town Center.
- November: In light of the economic downturn experienced in the last several years, the City Commission approved an extension to the Town Center’s development schedule. In turn, Rock-Kim agreed to immediately undertake several beautification improvements to help mitigate for the additional time that it would take to complete the project. The improvements included the painting of the Block 3 Garage; installation of landscape buffers on Blocks 5 and 6; and installation of monument signage at Red Road/Miramar Boulevard and Miramar Boulevard/Hiatus Road intersections, as well as a pedestrian wayfinding sign at City Hall Plaza.
- July: The interior build out of 17 residential units and approximately 5,000 square feet of retail on Block 4B is completed.
- April: Rock-Kim Miramar, LLC completed the interior build out of Block 4B’s office building second floor.
- February: Rock-Kim Miramar, LLC was awarded a long-term lease with the United States government. Under the lease with the General Services Administration (GSA), the United States Customs and Border Protection, a division of the Department of Homeland Security (DHS), will occupy the entire fourth floor of the office portion of the first privately developed office-retail-residential phase of the Town Center campus (Block 4B). DHS plans to employ 70 people, with secured parking in the building’s 565 space garage. The interior build out of the space is expected to meet Leadership in Environmental and Energy Design (LEED) silver certification green building standards.
- September: Rock-Kim Miramar, LLC decides to proceed with the interior build out of 17 residential units, as well as the full 2nd floor space of the office building in Block 4B.
- January: The Cultural Center Theater commenced operation with performances of Aida, La Boheme and Capitol Steps. The Family Fun Series, which are performances for our younger generation and includes School House Rock, Cinderella, Junie B. Jones and The Great Alphabet Adventure, are also launched.
- December: The Cultural Center/ArtsPark grand opening celebration was held as part of the City’s traditional Holiday Tree Lighting Ceremony. This great accomplishment brought Miramar Town Center’s 14 acre public-use parcel to completion. Over 5,000 residents, dignitaries and enthusiasts were in attendance and joined in the celebration.
- October: Construction was completed on the first privately developed office-retail-residential phase of the Town Center campus (Block 4B). It included 57,000 square feet of retail, 46,000 square feet of office and 17 residential units that wrap around a previously constructed 565 space structured parking garage. Several tenants have since opened including 24hr Fitness, Rainbow Bakery & Deli, Subway Subs, Dr. Hochman Chiropractors and East Emerald Restaurant.
- September: The City celebrated the grand opening of the Miramar Library-Education Center on September 25, 2008. Various stakeholders and dignitaries were present at the grand opening celebration, including Mayor Lori C. Moseley, County Commissioner Diana Wasserman-Rubin, Broward College President David Armstrong and NSU President Ray Ferrero. Library operations and classes for both Broward College and Nova Southeastern University commenced in earnest.
- August: Miramar Shuttle services at Miramar Town Center Central Station began. Central Station includes covered waiting areas, driver relief areas, a customer service booth, bike racks and restrooms. Eventually, 3 Broward County mass transit routes and a Miami-Dade County mass transit route will connect to Central Station for added regional mobility.
- June: Miramar Library-Education Center received a certificate of occupancy.
- February: City Commission approved the subleases with BC and NSU for the 42,200 square foot second and third stories of the Miramar Library-Educational Center.
- July: Construction was initiated on the Block 4B Wrap buildings, which encompass 57,000 square feet of retail, 46,000 of office and 17 condominium units. These mixed-use buildings will screen the exposed areas of the Block 4B Parking Garage from sight creating a pleasant and pedestrian-friendly shopping and entertainment environment.
- June: International distinction was achieved at the 45th International Making Cities Livable Conference held in Portland, Oregon where the City received a design commendation in the New Downtowns with Mixed-Use Urban Fabric category. There were over 30 submissions for this prestigious award from all over the world.
- May: The centrally located Block 3 Parking Garage, which contains essential parking spaces for both City and non-governmental uses and houses the transit hub, was completed in 10-months and opened for operation. The Mediterranean style mixed-use buildings that wrap the garages are in the final building permitting stages. Located adjacent to City Hall at the Town Center, the Cultural Arts Center’s construction also kicked-off in May. The project consists of a 45,028 square foot facility with an 814 seat theater and a 4,500 square foot banquet hall. The facility also includes an art gallery, multi-purpose rooms, banquet hall, botanical garden, recital/rehearsal spaces, classrooms, meeting rooms, full-service kitchen and administrative offices. The building faces the City Hall plaza and includes outdoor areas for art display and the botanical garden. Completion is scheduled for October 2008.
- February: Construction commenced on the 565 space Block 4B Parking Garage. The Block 4B Garage is the second and final structured parking garage on the Town Center property. It is necessary in order to accommodate many of the private non-residential uses for the project.
- November: Broward County and the City of Miramar held a groundbreaking ceremony on November 30, 2006 for the new Miramar Branch Library and Education Center. The 72,000 square foot 3-story building will include a 30,000 square foot Broward County Branch Library on the first floor and 42,000 square feet on the second and third floors for use by Broward Community College and Nova Southeastern University. The first-floor library will be paid for from the $139.9 million bond issue passed by Broward County voters in 1999. The City of Miramar is funding the construction of the second and third floor education space with the assistance of educational partners. The project’s construction notice to proceed was officially issued on November 29, 2006. The Miramar Branch Library and Education Center is scheduled to open in spring 2008. On November 29, 2006, the City Commission approved site plan and Community Appearance Board applications for the following Town Center Blocks:
- Block 2: Nine attached buildings and 1 detached building surrounding a ground level parking lot, accommodating 71 residential units, 8 Live/Work units, and 41,014 square feet of retail space.
- Block 4B North: Four-story building attached to Block 4B (South) by a raised pedestrian bridge. The building’s footprint is L-shaped, so that it creates a public space for the Market Square plaza.
- The Miramar Town Center project was presented at the 2006 Conference on Mixed-Use Development held at the Westin Diplomat in Hollywood, Florida to an audience of over 1,000 attendees. Dr. Wazir A. Ishmael, Assistant City Manager of Development Services and Norman Bordy, Vice President of Development for Kimco Developers participated in the panel discussion that focused on Public Policy Issues in Mixed Use Development.
- October: The City Commission approved the first amendment to the Library Interlocal Agreement at the October 18, 2006 Regular Commission Meeting to reflect the $8.6 million cost of the interior build out and shell construction for the 42,000 square foot education center space.
- August-September: The Miramar City Hall was selected as a finalist for the Excellence in Construction Award in the Institutional $15-30 Million category. The 2006 Awards Banquet was held on September 28, 2006 at the Signature Grand in Davie, Florida. The South Florida Excellence in Construction Awards is not only the largest recognition of commercial, industrial, and institutional construction projects in South Florida, it is the prelude to the National Excellence in Construction Awards to be held in Washington DC in June of 2007. The projects are considered the “Best of the Best” in Florida.
- Construction commenced on the Block 3 structured parking garage, which will contain a total of 963 parking spaces and the mass transit hub. The parking garage structure will subsequently be wrapped by residential, retail and office use buildings that will screen the parking garage structure from view.
- July: On July 5, 2006, the Miramar City Commission approved site plan and Community Appearance Board applications for the following Town Center Blocks:
- Block 3: Three buildings surrounding the future parking garage with 23 residential units, 46,083 square feet of office space, and 86,347 square feet of retail space.
- Block 4B South: 133 1, 2 and 3-bedroom multifamily units, 6,375 square feet of office use and 18,778 square feet of retail use.
- Blocks 5 and 6: 133 3 story townhouses with 2, 3 and 4 bedroom units and will also provide a community clubhouse with a workout room, intimate theater, open multi-purpose room with kitchen facilities, a community pool and covered cabana, and a tot lot.
- April: On Tuesday, April 25, 2006, Rock-Kim Miramar hosted a festive groundbreaking ceremony to launch the construction of the visionary $235 million Miramar Town Center mixed-use retail, residential and office project. The ceremony, held adjacent to Miramar City Hall, drew business leaders and governmental officials, including Miramar Mayor Lori C. Moseley and members of the City Commission; Miramar City Manager Robert A. Payton; Leslie E. Smith, Jr., Executive Vice President of Rockefeller Group Development Corporation (RGDC); Norm Brody, Vice President-Development of Kimco Developers; S. Lawrence Kahn, III, President of Lowell Homes.
- March: A public forum was held on March 13, 2006 at Miramar City Hall to introduce international artist Alison Sky, which was commissioned by Broward County to create the public art ‘water feature’ for the Miramar Cultural Center - Arts Park.
- January: The 960 space Block 3 parking garage and transit hub was submitted for site plan/building permit review.
- December: The City Hall Grand Opening Celebration was held in tandem with the City’s traditional Tree Lighting Ceremony; Over 8,000 people were in attendance.
- November: City Commission ranked and selected Cartaya and Associates/Spillis Candela as the design consultant for the Miramar Cultural Center Arts Park.
- September: The Step 2 RFQ/P closed with the joint partnership of the Rockefeller Group Development Corporation/Kimco Developers as the sole responsive and responsible proposer; City initiated response review Broward County commenced the architectural design of the Town Center Community Library/Education Complex.
- June: Step 2 of the RFQ/P was released inviting the builders/developers selected in Step 1 to submit detailed proposals which implement the development of the private portion of the Town Center development.
- August: City Hall reached substantial completion and the phased move-in commenced.
- April: The Step 1 RFQ/P Resolicitation closed with a total of 5 submittals.
- March: Step 1 of the RFQ closed with 1 response. Several letters of interest were received requesting time extensions.The City elected to re-advertise the RFQ to attract greater participation.
- January: As construction remained on schedule for City Hall completion by August 2004, a Relocation Committee was established to coordinate moving logistics and departmental needs.
- December: City released Step 1 of the RFQ/P that solicited qualifications, development capabilities, and a description of the conceptual development approach from interested builders/developers.
- August: City conducted an updated market analysis and embarked on a Request for Proposals/Qualifications (RFQ/P) for the sale of the 40 acre parcel intended for private development.
- July: City received letters of interest from Broward Community College and Nova Southeastern University for use of up to 21,000 square feet of space each at the Community Library-Educational Complex.
- June: Construction commenced on the City Hall building.
- May: Broward County approved the Miramar Town Center Plat.
- April-May: Building permits issued for City Hall, Civic Plaza and associated site improvements.
- March: Civic Parcel site plan received City Commission approval.
- February: City Hall and Civic Plaza 100 percent construction documents completed and submitted for building permit.
- January: Lake excavation and land filling commenced on the Town Center site.
- December: Town Center Ground Breaking Celebration held.
- September: City entered into a Design-Build agreement with the Miramar Town Center Group for the construction of the 87,000 square foot City Hall, the Civic Plaza and associated improvements.
- June: The award winning design firm of Torti Gallas and Partners, Inc. completed the Town Center Master Plan and Pattern Book.
- May: City deeded a 4 acre parcel and entered into an interlocal agreement with Broward County for the development of the 72,000 square foot community library-education complex.
- February: CH2MHill completed the Design-Build Criteria and the City Hall and Cultural Center Space Studies.
- January: City entered into an agreement with the Miramar Town Center Group for master developer services in connection with the Miramar Town Center.
- December: City updated the previously completed Market and Development Report.
- May - August: Several Town Center Outreach Program presentations held for residents and various civic associations explaining the Town Center vision and elements.
